By the time most SMEs think about e-invoicing, Phase 1 businesses will already have gone through the pain ââ¬â and the lessons. This guide compresses those lessons into a vendor-neutral, 90-day readiness plan you can run with your own finance team, regardless of which accounting software or Accredited Service Provider (ASP) you end up using.

1. Start from the verified mandatory date ââ¬â and work backwards
Two different dates govern your project, and confusing them is the single most common planning error:
- ASP appointment deadline ââ¬â the last day you may have a signed, onboarded ASP relationship.
- Go-live date ââ¬â the first day your in-scope invoices must actually flow as structured eInvoices.

Phase 1 note: the ASP appointment deadline was extended from 31 July to 30 October 2026, but the 1 January 2027 go-live did not move ââ¬â leaving roughly nine weeks for integration and testing. Treat your go-live date, not the ASP deadline, as your project deadline. Re-verify all dates on the MoF portal before committing them to a board paper.
2. Inventory: know what you're migrating
Before touching an ASP, document:
- Legal entities ââ¬â each entity needs its own TIN, participant identifier and ASP onboarding.
- Revenue band per entity ââ¬â which phase each entity falls into.
- Invoice volumes ââ¬â per month, per entity; drives ASP pricing (per-message fees dominate at high volumes).
- Channels ââ¬â ERP-issued, accounting-software-issued, manually created, POS/e-commerce.
- Systems ââ¬â ERP, accounting software (Xero, QuickBooks, Zoho Books, Tally, SAPââ¬Â¦), POS, e-commerce platform.
- Flows ââ¬â B2B / B2G / B2C split per entity (from your Part 2 scope map).
- Credit notes, pro formas, advances ââ¬â which document types exist today and how each will be handled.
3. Data-quality audit: the unglamorous work that decides success
Your ASP can only route clean data. Audit these fields across your customer and item masters:

Realistic expectation: master-data cleansing for a multi-entity SME typically takes three to six weeks. Start in month one, not after ASP selection.
4. ASP selection scorecard (verify accreditation on MoF's live register)
Score each candidate 1ââ¬â5 per criterion. Weight the total.
- MoF accreditation status ââ¬â on the live ASP register today, not "in final stages."
- Inbound and outbound support ââ¬â receiving eInvoices matters as much as sending.
- ERP/accounting connectors ââ¬â a proven connector for your system beats a generic API.
- Error visibility and retries ââ¬â can you see rejected invoices, and does the platform retry automatically?
- Security and data access ââ¬â where data is hosted, access controls, incident history.
- Service continuity ââ¬â uptime commitments and what happens during an ASP outage.
- Support SLA ââ¬â local UAE support hours, response times during go-live.
- Pricing ââ¬â onboarding fee + subscription + per-message fees; model it against your volumes.
- Exit and data portability ââ¬â can you export your invoice archive if you switch ASPs?
MoF has published its own "Considerations for Selecting an Accredited Service Provider" document ââ¬â use it alongside this scorecard. Also note the May 2026 reforms introduced a white-label partnership model, so some "local" ASPs run international technology; that's not a disqualifier, but know who is contractually responsible.
5. End-to-end test cases: run these before go-live

7. The 90-day plan

Frequently Asked Questions
When do UAE SMEs need to appoint an ASP? Businesses with revenue below AED 50 million (Phase 2) have an ASP appointment deadline of 31 March 2027 and go-live of 1 July 2027 ââ¬â re-verify on the MoF portal before planning.
How much does a UAE e-invoicing ASP cost? Typically a combination of an onboarding fee, a monthly subscription, and per-message charges. High-volume issuers are dominated by per-message fees; low-volume SMEs by onboarding and subscription. Obtain at least three quotes ââ¬â MoF cited competitive pricing as a reason for extending the Phase 1 deadline.
Do I need to change my accounting software? Not necessarily. Check whether your current software has a certified connector to an accredited ASP. If you invoice from spreadsheets or manually, you will need a new issuing channel before go-live.
What is PINT-AE? The UAE's structured invoice data specification (based on the Peppol PINT standard, UAE adaptation). Your ASP validates your invoice data against PINT-AE before transmission; your job is ensuring your master data feeds it correctly.
What happens when an invoice is rejected? The receiving side sends a negative Message Level Status and the tax data is not reported. Your ASP should surface the error, your team corrects the data (usually a buyer identifier or field issue), and resubmits. Test this workflow before go-live ââ¬â it is where most first-month pain occurs.
Can one ASP serve all my group companies? Yes, and it usually simplifies pricing and support ââ¬â but each legal entity still completes its own onboarding with its own TIN and participant identifier.
